Rui Andrade
LAWYER
30 years of experience with a particular focus on Corporate, Infrastructure, Construction, Public Procurement, Litigation, Risk Management and Dispute Resolution.
With extensive in-house experience in the construction sector, acquired over 20 years as Legal Director and Director of one of the largest Latin American multinational groups in the sector, Rui Andrade founded the law firm Andrade & Mora in 2018, having evolved in 2023 to set up Boutique Legal Andrade Advogados, made up of a multidisciplinary team of specialized and qualified talents.
Relevant experience in contracting, executing and resolving disputes in infrastructure, energy and concession projects involving entities such as the World Bank, the European Development Fund, the African Development Bank, the Islamic Development Bank, among other banking institutions, and in the jurisdictions of OHADA, North Africa and the PALOPs (Portuguese-speaking countries).

He graduated from the Faculty of Law of the Catholic University of Lisbon with distinction, and holds a Master’s degree in Public Legal Sciences from the same university.
Ana Filipa da Franca
ASSOCIATE LAWYER
With 35 years’ experience, both as an in-house lawyer for large companies and as a freelance lawyer, she has worked in the areas of major construction and public works contracts, public works concessions, metallurgy, litigation and arbitration, both in Portugal and abroad.
Particularly in major public works contracts, it has been involved in projects financed by the European Development Fund, the World Bank and the African Development Bank. She has also worked in the areas of commercial, labor and rental law.
She has given various training courses in construction and public contracts.
Ana Filipa da Franca graduated in Law in 1987 from the Faculty of Law of the University of Lisbon.


Paula Osório
of Counsel
More than 25 years in strategic consulting and pre-contractual and pre-litigation negotiation in various Portuguese and Angolan companies, especially in the telecommunications sectors: Portugal Telecom; Multitel (Angola); in the Health sector and in the Infrastructure sector.
Expertise in negotiating with government bodies for agreements and conciliation in dispute resolution processes.
He has been Senior Advisor and responsible for the market strategy of several companies in Angola. She was General Director of AITECOeiras.
She has a degree in Law and a post-graduate degree in Administrative Law from the Portuguese Catholic University in Lisbon, a Master’s degree in Economics and Development from the Instituto Superior de Ciências do Trabalho e da Empresa in Lisbon (I.S.C.T.E.), Negotiation at the E.S.A.D. in Barcelona.
Author and co-author of articles on PPPs in Angola and Portugal.
João Pinheiro

He has more than 25 years’ experience in public law, public procurement (contracts, concessions and supplies), employment law, commercial law, sports law, corporate law and international contracts.
Relevant practice in highly complex administrative, civil and criminal litigation.
Advising and coordinating legal services for higher education institutions, local authorities, companies in the state business sector and national defense, especially in the government area.
In the last decade, he has served two terms in the Lisbon Municipal Assembly.
He is currently mayor of Penamacor, in the district of Castelo Branco.
Co-author of collective works and reference monographs in the areas of public governance, public procurement and sports law.
Lawyer with a degree in Law from the University of Lisbon and a postgraduate degree in Commercial Companies from the Nova University of Lisbon, an MBA in Management and a doctorate in Public Law, both from the Nova University of Lisbon.


Sara Lopes Heitor

frequency of the Master’s program “Master in Law and Management” at the Nova University of Lisbon and the Post graduate course in “Law and Practice in Public Contracting” at Law Faculty of the Catholic University of Lisbon.
Training in Advanced Digital Transformation (I.S.C.T.E.) and in Advanced Public Procurement Training (Portuguese Association of Public Procurement), as well as training promoted by the European Parliament in European negotiation.
Daniel Neves
SENIOR consultant
Experience acquired in the coordination and financial structuring of projects under PPP frameworks in various sectors, including road, public transport, and ports, both in Portugal and abroad (Ivory Coast, Gambia, Peru, Sweden, among others). Recent experiences include advising on the development of public transport in African countries for Swedfund (Swedish cooperation), developing the financing model for the road sector for IFC, as well as others in the coordination and financial structuring of other projects for private companies.
Degree in Management and MBA in finance from the Portuguese Catholic University, certified PMP (Project Management Professional) by PMI (Project Management Institute) and certified CP3P (Certified PPP Professional) by APMG (an innovation of the World Bank Group, ADB, EBRD, IDB, and IsDB).
